A Harford County grand jury indicted a 40-year-old Joppa woman Tuesday on 28 counts that include sexual child abuse, attempted child kidnapping and extortion involving two girls, ages 5 and 6.
Valerie Lianne Carlton is accused of committing the offenses from January 2008 through April 2009 at her home.The case is being investigated by the Harford County Child Advocacy Center.
